The Operator Qualification Integrity Process is an industry coalition created to develop a process framework to elevate the integrity of OQ and relies on many provisions found within ASME B31Q. Voluntary actions overseen by OQIP will increase consistency and standardization by “raising the bar” above and beyond current regulations and serve as a guide for continuous improvement for the operator and contractor.

The Operator Qualification Integrity Process (OQIP) is an industry coalition between the Distribution Contractors Association (DCA), the American Gas Association (AGA) and the regional gas associations, OQ training providers, local distribution companies (LDCs), as well as federal regulators and other stakeholders. The OQIP is a process framework to elevate the integrity of OQ programs, first established by PHMSA in the 1999 OQ Rule, across the industry. This Process relies on many provisions found within the ASME B31Q Standard on Pipeline Personnel Qualification. Voluntary actions overseen by the OQIP participants, will increase consistency and standardization resulting in "raising the bar" by going above and beyond current regulations. It is intended to serve as a guide for continuous improvement for the operator and contractor and is not intended to be the basis of future regulation.

This website is designed to provide information to regulators, pipeline operators, contractors and vendors on the Operator Qualification (OQ) Rule (49 CFR Part 192, Subpart N and 49 CFR Part 195, Subpart G). This rule, which was adopted into the Code of Federal Regulations, requires pipeline operators to document that certain employees have been adequately trained to recognize and react to abnormal operating conditions that may occur while performing specific tasks.
